GET /api/v1/devices?user_email=<email or UPN> lists devices (array)
GET /api/v1/devices/{device_id}/details device details
POST /api/v1/devices/{device_id}/action/lock returns {"PIN", "status": "Locked", "pin"} (mock PIN)
GET /api/v1/devices/{device_id}/secrets/filevaultkey returns 403: identity verification first (not built)
Mock only: POST /api/v1/devices/{device_id}/action/unlock, POST /api/reset
